Engineering Manager

Descriptive Statement

The Engineering Manager is a FLSA-exempt professional engineering position under the general supervision of the Director of Public Works. This position is responsible for the Engineering Division, including direct and indirect supervision of the engineering staff, supervisory review of all subdivisions in order to assure compliance with the City Ordinances, design and construction of public improvements initiated by the City including the preparation of specifications and evaluation of bids, and the collection, filing, storage and maintenance of maps, plats, improvement drawings, and other documents pertaining to public improvements.
This job description is an overview and is intended to describe the general nature and level of work being performed. It's not intended to be an exhaustive list of all the functions and tasks required of the position.

Duties & Responsibilities

ESSENTIAL FUNCTIONS:
  • Prepares construction drawings and specifications of public improvement projects
  • Evaluates employees in the Engineering Division
  • Performs engineering design of buildings and site improvements, structures, bridges, streets, pavements, and sewer systems including storm drainage and sanitary sewer facilities
  • Oversees preparation and maintenance of the City corporate map
  • Solicits and evaluates proposals for outside engineering work
  • Evaluates and determines suitability of construction materials for possible use in public improvements
  • Evaluates and determines acceptability of proposed change orders in relation to construction contracts
  • Formulates cost estimates for public improvements
  • Reviews designs of outside consultants
  • Meets with engineers, architects, developers, contractors and utility companies to resolve design and/or construction disputes involving public works improvements.
  • Meets with engineers, developers, contractors, utility companies, citizens, and community groups to discuss projects, ordinances and policies, and any proposed changes that may impact them
  • Works closely with other city divisions and public utilities and telecommunication companies in order to effect improvements
  • Attends weekly Subdivision Review Committee and Marijuana Licensing meetings, reviews and reports on subdivision applications, and attends planning and zoning commission meetings as the department representative

Physical Requirements:
The physical standards an employee must meet in order to perform the essential job duties, with or without a reasonable accommodation include, but are not limited to:
  • Frequent lifting, carrying, pushing and/or pulling of up to fifteen (15) pounds to move material and supplies; occasional lifting, pushing and/or pulling of up to twenty-five (25) pounds with dollies and carts
  • Constant sitting to perform daily tasks
  • Occasional walking to retrieve information
  • Frequent standing, sometimes for extended periods
  • Occasional squatting, reaching above and below shoulder, twisting, bending, kneeling, climbing, and balancing to store documents, material, and supplies
  • Constant light/firm grasp, fine manipulation, and handling to safely use equipment and perform daily duties
  • Vision to read and interpret reports and other written documents
  • Speech communication and hearing to maintain communication with employees and citizens

Knowledge, Skills & Abilities

  • In-depth knowledge of modern theories and practices of Civil Engineering in the areas of buildings and site improvements, structures, bridges, streets, pavements, and storm drainage and sanitary sewer facilities
  • Thorough knowledge of ADA Regulations and Standards
  • Skill and ability to effectively communicate with engineers, contractors, the public, and other division heads and employees
  • Ability to work under the stress of multiple demands and deadlines
  • Skill and ability to negotiate with contractors
  • Supervisory knowledge, skill and ability to effectively manage an Engineering Division, and the ability to advise and manage subordinate supervisors in employee relations including prevention and processing of grievances
  • Ability to perform all the job duties in a safe manner

Minimum Qualifications

In addition to the knowledge, skills and abilities listed above, this position requires the following:
  • A Bachelor's Degree or higher education from an accredited college or university in Civil Engineering
  • Registration as a Professional Engineer in Colorado, or the ability to attain such registration within twelve (12) months of appointment to the position
  • Six (6) years of experience in professional design engineering, including design work in major engineering, construction, maintenance, and repair projects
  • At least one (1) year of experience supervising other professionals in the performance of their duties.
  • A valid driver's license by date of application and a valid Colorado driver's license by date of appointment.

PREFERRED QUALIFICATIONS:
  • Municipal or related public sector experience
  • Certification as an ADA Coordinator
  • Familiar with principals of Surveying, Cartography and Geographic Information System
  • Experience working with Engineering Service Contractors
  • Experience working with contractor and community groups/stakeholder in project development and implementation
  • Experience in municipal planning and zoning

WRITTEN EXAM:
The written exam is scheduled for September 15, 2020. Please note that the Civil Service Commission may use a Training & Experience (T&E) evaluation of your application to establish an eligibility list for this classification.
