The Construction & Engineering Manager is a professional position responsible for the development, design, and construction of capital construction projects. The position develops planning and design documents and administers construction projects to completion. Travels frequently within Alaska on small, fixed wing aircraft, ferries, and commercial jets; travels outside of Alaska.
The most difficult aspects of this position include the responsibility of making decisions on facility planning, remote work coordination, budget management, and project administration. Planning capital projects must be done in the absence of comprehensive, consortium-wide financial and operation plans. Therefore, the Construction & Engineering Manager must participate/initiate operational planning for most projects. Management of design and construction projects in remote locations is very difficult especially with contractors and consultants that are also based out of town. Many projects have multiple funding sources and the project manager must comply with varying regulatory, budget, and reporting requirements. Project administration requires extensive experience. Responsibilities::
Manage the scope & Delivery of SEARHC capital projects.
Work with SEARHC employees while developing the project scope of assigned capital projects.
Provide assistance for consortium wide facility planning.
Assemble and evaluate all data and information required for the planning and design of projects.
Assist with development of project documents as directed by SEARHC management.
Responsible for the implementation and realization of projects
Inspect operations for compliance
Manage the design of capital projects by A-E consultants.
Develop the project scope of work, i n conjunction with the SEARHC staff,
Represent SEARHC as contract negotiator on proposed Architect & Engineer (A&E) design contracts.
Coordinate project design development and reviews with SEARHC Ensures design will meet program requirements.
Provide direction and reviews the plans and specifications prepared by A/E firms.
Evaluate the designs provided by the consultants for code compliance.
Evaluate designs to determine that they are feasible to build, can be constructed efficiently, and will function as intended.
Provide coordination for the requirements of the telecommunication network, equipment and furnishings.
Provide project status reports.
Prepare project cost estimates.
Manage the construction phase of SEARHC capital projects .
Provide project management leadership for SEARHC construction projects.
Serve as Owners Representative during construction projects.
Manage construction projects in Sitka and clinics located throughout the Southeast. May require frequent travel to remote sites.
Coordinate with various construction contractors.
Review submittals by the construction contractor to assure that equipment items, materials, techniques, etc. proposed for use will meet contract Reviews, rejects, or forwards submittals for review by others.
Inspect construction performed by contractors. Supervises the inspection efforts of construction management firms if used for large projects. Ensures that all work is performed in accordance with approved plans, specifications, and submittals. Ensures that as-built information is properly documented. Reviews requests for payment and recommends payment or nonpayment.
Evaluate the technical feasibility and cost of modifications to work brought about by changed program requirements or differing site conditions.
Ensure that required coordination has occurred for owner supplied equipment and furnishings.
Manage the construction budget and schedules.
Maintain project documentation, including project drawings, submittals, payroll requirements, delays, and other unusual conditions.
Provide recommendation for construction pay requests.
Oversee preparation and management of project plans and internal SEARHC construction permitting process.
Monitor quality control/quality assurance for all project related activities .
Performs or directs the performance testing of completed
Provide training, leadership, and instruction for SEARHC management programs.
Participate in SEARHC Quality Management training, and functions as team leader on assigned SEARHC teams.
Manage In-House construction projects.
Prepare estimates, designs, specifications, plans, and contracts for small In-House projects.
Provide technical support to SEARHC projects staff related to construction projects.
Assist on-going operations in trouble shooting of mechanical, electrical, controls and otherwise technical systems
Other duties as assigned Qualifications:: Education:
Bachelors in Engineering or Architecture from an accredited college or university OR
10 or more years of experience equivalent to the project manager II duties/responsibilities and knowledge/skills/abilities.
Experience and Professional Qualifications :
10 or more years experience, 6 of those in Alaska.
Must have demonstrated experience working with rural design and construction projects.
Knowledge, Skills, and Abilities :
Extensive knowledge of project management principles related to the engineering, design and construction of facilities with respect to managing scope, schedule, budget, quality and risk.
Extensive knowledge of the construction practices applicable to Alaska based construction.
Considerable knowledge of planning and staff utilization related to space programming for facilities is very desirable.
Knowledge of the building codes adopted by the State of Alaska.
Knowledge of the State of Alaska’s project review and permitting process.
Knowledge of construction safety standards and safety practices.
Knowledge of construction limitations and requirements within a healthcare facility to include infection control, interim life safety measures, NFPA 101, and applicable hospital construction concerns is desirable.
Knowledge in developing and managing consultant and construction contract scopes of work.
Skill in using analytical and research skills to define and solve problems.
Skill in assessing and prioritizing multiple tasks, projects and demands.
Skill in effectively managing and leading teams, and delegating tasks and authority.
Skill in evaluating the work of contractors and consultants for compliance with project plans, specifications and applicable laws, ordinances and policies.
Skill in reading and evaluating technical drawings and schematics.
Skill in establishing and maintaining cooperative working relationships with federal and state agencies, Tribal organizations, co-workers, contractors, and individuals with wide array of cultural, political, and educational, backgrounds.
Skill in operating a personal computer, utilizing a variety of software applications.
Skill in verbal and written communication.
Skill in personnel management, including professional staff, support staff, and construction trades personnel.
Ability to work independently, Must be a self-starter.
Ability to handle multiple tasks in a timely and professional manner.
Ability and skill to effectively communicate (orally and in writing) technical subject matter to technical and non-technical audiences including communities, federal and state agencies, and other professionals.
Ability to utilize computer software for the completion of facility projects including but not limited to Microsoft Office, MS project, and other windows based programs.
Ability to provide staff with guidance and assistance relevant to their program.
Ability to make critical decisions regarding changing project conditions or concerns. Ability to present complicated information in public forums.
Ability to field questions and criticism from individuals and groups.
Ability to walk extensively on uneven terrain or slippery surfaces.
Ability to work while bending, stooping, or reaching. Ability to lift up to 30 lbs.
Ability to safely work on equipment in unstable conditions.
