This National Guard position is for a ENGINEERING TECHNICIAN (CIVIL) (Title 32), Position Description Number D0247P01 / D1519P01 and is part of the OK 138th Fighter Wing, Oklahoma Air National Guard.

The primary purpose of the position is to provide technical expertise in preparing engineering plans, specifications and cost estimates.
Additionally, the incumbent of this position will conduct preliminary, intermediate and final contractual inspections. These activities require application of the basic principles of engineering technology and related disciplines.

Conditions of EmploymentNATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. GENERAL EXPERIENCE : Experience which provided familiarization of engineering instruments, testing procedures and techniques.
Ability to read and understand specifications, instructions and procedures to use high school level mathematics.
SPECIALIZED EXPERIENCE : Must have at least 12 months (GS-07) experience understanding of basic standard engineering principles, methods and practices.
Experience using engineering instruments, testing procedures and techniques. Experience communicating both orally and in writing in a clear and concise manner.
Must have at least 24 months (GS-09) experience with knowledge of basic standard engineering principles, methods and practices.Experience reading and interpreting engineering and architectural plans and specifications. Experience planning, scheduling and supervising;
exercising initiative and sound judgment. Experience using a variety of inspection techniques and practices to determine compliance with plans and specifications.
Experience communicating both orally and in writing in a clear and concise manner.
Practical knowledge of engineering plans and specifications for compliance with federal and state regulations
Knowledge of electrical distribution systems for buildings, facilities, and airfields
Knowledge of mechanical utility systems such as heating, ventilation, air conditioning systems
Practical knowledge of the alteration, rehabilitation and modernization of buildings,structures, roads, streets, airfields and appurtenances, power and pumping plants
Knowledge of the construction planning process and the ability to find data, check existing facilities and utilities, and to conceptualize the scope of a project
Knowledge and ability to develop engineering specifications and prepare cost estimates
Knowledge of construction and maintenance practices, estimating and short cut methods of construction and installation
Knowledge of structural quality, resistance to environmental elements, use and suitability to equipment
Knowledge to operate the Computer Aided Design (CAD) computer to assist incoordination several different but related Military Construction Program (MCP)projects
Knowledge to prepare modification / alteration design specifications considering existing structures, utilities, facilities and other considerations of projects that are not readily apparent.
Practical knowledge of engineering methods, techniques, architecture, and historical project data to ensure project requirements are complete.
Knowledge to write and / or review sections of project specifications pertaining to a variety of material and construction methods such as roofing, flooring, foundations, parking lots, and roads, heating systems, and cooling systems.
Knowledge to prepare a site layout design, working from specified design criteria, soils survey data of area involved, plans of existing facilities, and sketches of proposed small buildings, parking lots, roads, runways.
etc., taking into consideration such data as topography, location of existing structures and availability of utilities.
Evaluates project plans to determine quantity of materials to be used and prepares detailed cost estimates.
Knowledge to perform construction inspection of facilities, roads, parking lots, etc. and ability to Interview contractor personnel to assure that labor and safety standards are maintained.
Contacts contractor to explain requirements, discuss plans for work accomplishment and scheduling, and assists in complying with contract plans and specifications.
Knowledge to analyze general provisions of contracts and participate in contract conferences, evaluate material submittals, ensure testing of various construction materials and equipment to meet contract requirements, conduct pre-
final, final and post acceptance inspections and appraise construction and service contract methods and techniques.
Knowledge of drafting and ability to independently plan and portray original designs of complexity and variety such as heating / cooling systems, plumbing systems, parking lots, roads, structures, etc.
Knowledge of surveying and ability to serve as Chief-of-Party on varied non-geodetic surveys, including location, right-of-way and property surveys; construction control (horizontal and vertical) surveys; surveys for topographic mapping in broken terrain;
and surveys for placement of reinforcing steel and imbedded materials.
Knowledge to perform first and second order leveling in remote areas or under unusually heavy stress from highway traffic.
Knowledge to performs soil, asphalt, concrete and other engineering material tests necessary for the design and evaluation of buildings, roads, runways, etc.
Knowledge to operate sensitive and complicated test equipment and ability to maintain schedules for calibrating, and collecting and interpreting validity of data.
Substitution of Education for Specialized Experience - For positions at GS-4 (or equivalent) : Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-
3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.For positions at GS-5 (or equivalent) : Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology;
or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.
At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.
