ASSOCIATE DIRECTOR OF PROCUREMENT AND PROPERTY CONTROL SERVICES SALARY: $70,122.96 - $71,995.68 Annually OPENING DATE: February 11, 2019 CLOSING DATE: March 4 2019 at 5:00 pm Pacific Time. DESCRIPTION: The Associate Director of Procurement and Property Control Services directs program operations and makes recommendations of policy and procedure development and implementation. This position is responsible for overall leadership and management of the following functions:

  • Procurement programs, operations, processes and compliance with established federal, state and college policies and procedures.
  • Procurement credit card (P Card) usage and compliance with established Washington State and college procurement policies and procedures.
  • Shipping and Receiving, Property Control, and Surplus program operations, activities and compliance with established Washington State and college property control and surplus policies and procedures.
  • Under the general direction of the Director of Accounting and using the state's bidding and procurement regulations, the primary focus of the job is to provide strategic guidance and leadership in the areas of procurement and property control. This position utilizes procurement and property control processes, tools and templates, and interprets and applies statewide procurement and contracting laws, rules, policies, and best practices. The Associate Director of Procurement and Property Control Services will supervise staff comprised of, but not limited to, Procurement Specialist(s), Receiving and Property Control Agent(s), student employees and others. Key responsibilities may include, but are not limited to:
  • Provide leadership, direction, training, and guidance on procurement policy, procurement acquisitions, property tracking, and surplus activities to enhance college effectiveness and compliance.
  • Ensure college compliance with all applicable procurement statues, regulations, internal controls, and fiscal policies and procedures.
  • Plan, lead, consult, and review purchasing of goods, equipment and services, including direct buy, open orders, solicitations, procurement credit card purchases, receiving of goods, and surplus processes.
  • Perform price and cost analysis to determine vendor selection, and contracting opportunities
  • Coordinate or direct appropriate course of action and/or procurement methodology including but not limited to requests for quotation, competitive bids, requests for proposals, utilization of State and other purchasing cooperative master contracts, and sole source acquisitions for long-term agreements and/or one-time purchases.
  • Conduct direct negotiations on behalf of the college as allowed by the Assistant Attorney General's Office.
  • Direct corrective action with contracted vendors as required, including notice(s) to cure, negotiations to correct performance, price adjustments, or contract terminations.
  • Act as a resource to departments on campus for project planning, development of procurement timelines, and review of department specifications and requirements.
  • Keep college informed of appropriate procurement and property control legislation and regulations.
  • Contribute to long-range and short-term planning and execution.
  • Direct the preparation of reports as needed or directed.
  • Exercise authority to independently make decisions as needed on large dollar contracts.
  • Supervise staff comprised of, but not limited to, Procurement Specialist(s), Receiving and Property Control Agent(s), student employees and others.
  • Provide leadership and direction staff to ensure that accurate, ethical and prompt customer service is provided and delivered to the College.

  • Develop individual skill and working knowledge through training, coaching, mentoring, and support of college-stated performance initiatives and evaluations.
  • Direct the development and productivity of the Procurement and Property Control Offices by providing leadership and in clearly communicating and focusing on the vision, mission and goals of the College.
  • Develop a Procurement and Property Control Office team appreciation for, sensitivity to, and understanding to the value and importance of diversity of the college, its staff and students.
  • Interview applicants, train employees, assign and schedule work, process leave request, conduct annual performance reviews and recommend disciplinary action.

  • Bachelor's degree in Business, Purchasing and Materials Management, Business Law, Public Administration or related experience.
  • 5 years of experience in volume procurement and contract administration work involving the preparation of specifications, proposals and cost analyses.
  • 3 years of supervisory experience.
  • PREFERRED QUALIFICATIONS:
  • 3 to 5 years of working experience in a higher education or government environment
  • Licensing as a Certified Purchasing Manager (C.P.M.) or Accredited Purchasing Practitioner highly preferred.
  • Experience in PeopleSoft software.
  • Demonstrated ability to adapt effectively to changing market conditions and customer needs.
  • Experience working with confidential information and data.
  • Ability to work effectively with populations representing diverse backgrounds, life experiences and abilities.
  • Additional Information: PHYSICAL WORK ENVIRONMENT: The majority of work will be performed in an office environment. Some travel may be required. Work may involve extended sitting or repetitive hand and arm motion. This position is required to attend meetings on campus and at other locations as needed. The ability to make verbal presentations to groups may be required. WORK SCHEDULE: Expected work hours will be 40 hours per week, Monday through Friday, 8:00 am – 5:00pm. COMPENSATION: Salary is $70,122.96 - $71,995.68 per year based on the Edmonds CC administrative/exempt salary schedule, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 10 scheduled holidays, 1 personal holiday, and 24 vacation leave days per year. CONDITIONS OF EMPLOYMENT:
